  1. Avian Work Group
    Goals:
  • Produce documents that offer guidance on what we know about Avian/wind interaction.
  • Disseminate information about what we know about avian/wind interaction and how to study wind/interaction.
  • Provide people with information on whether and when they need more detailed research.

    Goals:
  • Utilize information in the State Policy Options report in outreach activities.

  2. Select Author, Develop and Produce an issue paper and brief on state policy options in similar format to other NWCC issue paper/briefs.

    Goals:
  • Create opportunities to bring wind related issues before regional decision making bodies that affect transmission so that wind issues are raised, addressed, and resolved.
  • Develop and provide information for key stakeholders to use at the regional level.
  • Document examples of how transmission issues are being addressed in ways that are beneficial or harmful for wind development.
  1. Publish work group's completed documents from it's first year of investigation, including:
    a) Transmission Case Studies Conclusions Summary, with the three case studies and NWCC RTO Principles as appendices; and
    b) the California Wind and ISO Case Study.

    Goals:
  • Assess and Review credit trading opportunities for wind energy to educate the NWCC and to identify priority areas for activities.
  • Develop a Set of "Credit Trading Principles" that if implemented will create viable and supportive business opportunities for wind deployment.
  • Conduct communication and outreach that capitalizes on opportunities to bring wind related issues before state, regional, and national decision making bodies that affect air emission or renewable credit trading policies, so that wind issues are raised, addressed, and resolved. This includes presenting NWCC information proactively when credit trading rules are being drafted.

III. ADMINISTRATION
Goals:

  • Improve functioning of NWCC and implement changes to improve effectiveness.
  • Identify sectors which need attention.
    For Example:
    • Continue to work on scheduling meetings well in advance
    • Increase and balance involvement from all sectors.
    • Implement target of at least 2 Steering Committee representatives per sector
    • Further develop the Agriculture/Economic Development/Land Owner Sector.
    • Contact members we haven't heard from in some time and determine if they still want to be involved; re-energize them if they want to stay involved. 
    • Continue to improve NWCC output.
    • Continue to reinvigorate workgroups and refresh their membership.
    • Utilize NWCC web site for more effective communication.
