The formation of the Renewable Energy Alliance highlighted this
recent period. At this time, REA has nine official members at this time and is actively
seeking members who are actively supportive of electric industry restructuring and who are
active in marketing renewable energy resources. This group has been active in
restructuring proceedings in Pennsylvania, Massachusetts, and California and expects to
participate in proceedings in other states at strategic times. The REA's primary
"targets" with these efforts are the market rules, disclosure requirements,
renewables incentives policies, and advertising rules. REA is preparing Green Marketing
Principles and Disclosure Principles for distribution to stakeholders later this summer.
REA has begun a dialog with AWEA to develop a strong rapport between
these two natural allies. Michael Tennis addressed the AWEA Board at Windpower'98 to begin
this dialog. His primary points were that the types of transactions and the business
relationships between the wind industry and Green Marketers are likely to be very
different from those familiar relationships with regulated utilities. For example, wind
developers through the relationship building they do to obtain approvals for a wind
project gain something of value to marketers and, by working together, could enhance both
the prospects and size of the wind project as well as the market share of the green
marketers.
Green marketers also have a critical interest in the way policy
mechanisms to support renewables, like systems benefit charges or portfolio standards are
implemented. In particular, green marketers are interested in helping develop policy
measures that complement and are complemented by green marketing.
